Programme Summary

Why is the programme needed? Adapting to climate change is essential for Slovakia, a country prone to flood- and drought-related events. While extreme rainfall and droughts cannot be prevented, it is possible to limit the negative impacts through preventive measures. This will in return reduce the economic and social cost resulting from floods and droughts.   What will the programme achieve? The programme will focus on the implementation of strategies and measures that will enhance the resistance against floods and droughts in Slovakia. The programme will also cater for increased expert capacity in relation to floods and droughts, and for increased public awareness and understanding of the situation at hand. The aim is to find economically efficient and environmentally sustainable adaptation measures through a variety of measures based on land-use change.   How will it be achieved? The programme will include activities relating to:   -      Rainwater harvesting and anti-erosion structures; -      Water retention and water recycling mechanisms; -      Rainwater retention and harvesting systems implemented at schools - green roofs, rain gardens and rainwater recycling.   How will bilateral relations be strengthened? Two Donor Programme Partners (DPPs) are involved in the programme, the Norwegian Water Resources and Energy Directorate (NVE), and the Norwegian Directorate for Civil Protection and Emergency Planning (DSB). Both NVE and DSB have been actively involved during the programme preparation phase, and their involvement will continue during the implementation of the programme.   What are the partnership opportunities? The Government Office of the Slovak Republic manages the programme on behalf of the Slovak authorities and therefore plays a key role in facilitating networking and cooperation between Slovak and Donors state entities. NVE and DSB also play a key role in facilitating bilateral cooperation, and they will assist on this matter, as well as acting as a contact point for Donor state entities wishing to operate in Slovakia and participate as partners in projects funded through the programme.   Who can apply for funding under this programme? Entities registered in Slovakia are eligible to apply as project applicants. The main target groups are self-administrations - towns and communities, and elementary and secondary schools. Project support for each project under the open calls will be at a minimum of €1 million, and between €25 000 and €40 000 for the small grant scheme that will be set up under the programme.
