Programme Summary

PROGRAMME SUMMARY   Why is the programme needed? The health status of the Hungarian population is not as good as could be expected given the generally positive socio-economic development of the country. The domestic health indicators are especially poor in the area of mental health, as well as in a relatively high number of diseases caused by various forms of health damaging behaviour (smoking, alcohol consumption). There are also significant levels of health inequalities between different geographical areas and socio-economic groups. The multiply disadvantaged groups (especially Roma); people living in the most economically disadvantaged areas; low income families living in small townships) have particularly poor health indicators, compared to other parts of the country. The access of the population with social-economic disadvantages to health care is significantly below the national average. What will the programme achieve? The programme aims at improving the health status of the population and to reduce the disease burden with special emphasis on mental health.   How will it be achieved? The improved health status of the population is planned to be achieved through the following main activities;

  • Physical activity awareness among vulnerable and disadvantaged groups – projects targeting Roma inclusion;
  • Support to health visitors (providing homecare support to mother and child, families, the elderly and disabled; or visits schools, kindergartens, hospitals, etc. and functions as support service to the GPs);
  • Adolescent addiction out-patient care services;
  • Shaping of a pilot model for tele-diagnostic facilities to improve quality and reliability of pathological diagnostic services (improved efficiency of laboratory and autopsy diagnostic services);
  • The development of public policy capacities and a monitoring system handling social determinants for health;
  • Establishment of a service providing specialized intensive psychiatric care while meeting strict security standards;
  • The creation of a network of mental health coordinators;
  • Establishing mental health centres;
  • Mental health and health workforce capacity building in Hungary.

  How will bilateral relations be strengthened? The bilateral relations will be strengthened through cooperation with the Donor programme partner the National Institute of Public Health (Norway) as well as by exchanging experience with other Donor State entities with a view to sharing best practices within the relevant areas. Various forms of cooperation are planned: conferences, seminars, study visits, trainings. Cooperation with the Norwegian Council for Mental Health is also planned to take place in the area of mental health and health workforce capacity building in Hungary.   Who can apply for funding under this programme?
