Description
The purpose of the Project is to raise the knowledge and skills base of probation and prison officers through strengthening the training and research capacity of the State Probation Service and the Prison Administration, with the overall objective of increasing the effectiveness of offender management in Latvia. Reference is made to the application dated 5 March 2007 and to any subsequent correspondence with the Focal Point. The completed Project shall include the following activities and results: - Project management; - creation of a training unit for probation and prison work; - development of training programmes for probation and prison officers, including participation of Norwegian experts and study visits; - creation of a research unit for probation and prison work; - development of research methodology and a research plan, including study visits; - drafting of a concept paper on the development of training and research for the prison and probation systems; - training of prison and probation officers, including study visits; - publicity. The Project Promoter is the State Probation Service. The Project shall be implemented in partnership with the Prison Administration of Latvia and the National Mediation Service of Norway. The Latvian government budget shall provide at least 15 percent of the estimated eligible Project costs.
