Description
Purpose of the Technical Assistance project: the Ministry of Finance, acting as the National Focal Point in Estonia requires additional resources in order to facilitate the implementation of the EEA and Norwegian Financial Mechanisms. The grant shall be used for costs that are additional and directly related to the implementation and management of the Financial Mechanisms. In addition to the application form, the awarding of the Grant is based on information provided in the e-mail sent from the National Focal Point on 13 July 2006. Activities to be financed through the grant: - recruitment of three full-time employees at the National Focal Point, one employee at the Paying Authority, and one employee at the Central Financing and Contracting Department (carrying out tasks delegated by the National Focal Point) - translation of applications, guidelines and other related documents - organisation of seminars, information events and publicity activities - organisation of Monitoring Committee and Evaluation Committee meetings, including the evaluators' remuneration - organisation of annual meetings with EEA-EFTA states - attendance of trainings and meetings organised by the FMO - harmonisation of the existing information system in order to adopt it to the management of the Financial Mechanisms and IT trainings - performing audits, on-the-spot checks and an overall mid-term evaluation The Project Promoter shall provide at least 15 per cent of the eligible project costs.
