Description

Main project problem :Decreasing quality of life of inhabitants of towns and cities and their natural and urban environment due to increased use of private and corporate cars. The development of individual car transportation in cities became in recent years the major pollutant of urban air, besides the heart stroke and cancer the most significant reason of premature deaths and through traffic accidents causes significant economic looses as well.Objective:Decrease the barriers of cross border cooperation in work for quality of the natural and urban environment and thus contribute to the enhancement of the life quality of inhabitants of target regions. Specific object.: Introduce permanent modal changes in mobility patterns leading to the decrease of private car use in favour of more sustainable means of transportation in Ukrainian and Slovak municipalities. Increase the extent and quality of publicity of alternative and more sustainable forms of mobility and recognize. Improved sustainable mobility facilities: Number of constructions measures that limit the space for cars and allocate it to more sustainable means of transport (on expense of private cars).Increased awareness on mobility issues - Number of registered towns in UA and SR , that signed and fulfilled the conditions of the EMW.Permanent measures in towns,Signed EMW campaign charters, Campaign guidebooks, Leaflets and best practice brochures, Awareness raising and dissemination workshops, Award ceremonies for winners.The target group of the project are the city servants and town administrative workers of Zakarpatian region, Kosice and Presov regions.The project aims to increase their awareness and attitude towards more sustainable ways of transportation. The partnership will achieve mobility network creation and maintenance, pro-cycling policies introduction and support,dissemination and rewarding best practices in mobility and environment conservation.

Summary of project results

Democracy, freedom of movement and relative prosperity have led to the development of an individual automobile transport (IAD) - the car has become available to almost everyone. It causes a great pressure on the structure and transport organization in the cities where the cities were not, as in Western Europe, prepared for this situation. Several centuries-old city centers are pedestrianized, but they are also blocked by the onslaught of car parks and cars. The access arteries in larger cities, as well as the recent passageways (eg Považie) are getting clogged, the loss of time is growing also the number of traffic accidents as well as the aggressiveness and recklessness of the drivers. The project was aimed at testing and mitigating the negative impacts of IAD in towns and municipalities, supporting sustainable transport initiatives and developing alternative modes of transport. The permanent change was related to the European Mobility Week campaign, within which the self-governments which introduced minor but also more lasting changes in the management, provision and organization of transport were awarded. To organize and support the European Mobility Week (ETM) campaign in the area of Prešov region, Košice region and Transcarpathia region, cooperate in the network and organizing activities to support ETM and Sustainable Mobility initiatives. The project's outputs were various promotional and promotional materials (leaflets, T-shirts, rolls-ups, prizes, as well as information and dissemination seminars, study tours and consultations, and the Sustainable Mobility Network partner's website). The Sustainable Mobility Networks (Eastern Slovakia - 9 members, Transcarpathia - 8 members and the Carpathian Sustainable Mobility Cross-border Network - 20 members) were established as informal groupings of project partners and institutions with an interest in developing cycle tourism and sustainable mobility in their communities. Networks have exceeded the expected number of members and represent an important element of sustainability and continuation of the project. Their action plans and initiatives will develop in the years 2018-2020. The participation of municipalities in the Prešov region has reached a record value of 14 municipalities, several municipalities have introduced valuable permanent measures (long-distance cycling trails, new pedestrian walkways, pedestrian zones, new public transport vehicles).

Summary of bilateral results

The participation of the Norwegian partner led to the organization of the ETM campaign at the partner's headquarters and has noticed a great success at the local school, the partner has obtained the valuable methodological background needed to organize and support alternative mobility. On the other hand, the Norwegian partner organized a successful study tour that explored the best practices of many Norwegian authorities (from Oslo to Bergen) and helped organize their own campaign of Ukrainian and Slovak partners. Within the project, in the ETM campaign presentations of Norwegian cities were prepared and a local campaign was organized in the mobility week that took place in September 2016. Subsequent activities in the project were also allowed and supported by the EEA Bilateral Fund. Based on it took a place follow-up study tour to Norway for networking purposes (2-3 new network members), as well as the dissemination of good practices with the introduction of urban bicycles (Stavanger). Network partners expect and prepare for follow-up activities in the area.
