Description

The main objective of the project is to improve the management of the common SK - UA Schengen by the border joint efforts of both parties. The specific objectives of the project are : 1 ) to accelerate border check when crossing the Slovakia - Ukraine border , 2) improve the training of police officers , including an increase in their knowledge of languages ; 3 ) provide surveys and reviews of passengers and policemen to improve the performance of police services and reduce waiting times at border crossing points ; 4 ) introduce modern technology into education system of police officers ; 5 ) install modern technology to monitor the situation at border crossing points ; 6 ) develop cooperation between state and non-state bodies to improve border management and migration . The project involves four key components / initiatives : 1 ) the acquisition and installation of modern technical equipment necessary for monitoring the situation at border crossings and for the training of the police officers , 2) implementation of pilot training of Slovak and Ukrainian police officers in professional areas even language competences ; 3 ) conduct research among passengers and police officers at border crossings to streamline procedures tripping ; 4 ) implementation of conferences and workshops in order to professionally discuss measures to improve border management . The project will also intensify mutual cooperation and communication between actors . Will also be implemented publicity activities for primary and secondary target group .

Summary of project results

The interest of the Slovak Republic is to contribute to the development of good relations with Ukraine and its citizens. One of the longer-term problems in the Slovak-Ukrainian border area is also the "operating efficiency" of the border crossing points at a common 97 km long external Schengen border between the Slovak Republic and Ukraine for legal migration, that is passengers’ handling at four of the five common border crossing points: Vyšné Nemecké - Uzhhorod; Ubľa - Malyj Bereznyj; Veľké Slemence - Malyj Selmenci; Čierna nad Tisou - Čop. Ensuring faster passenger handling at these border crossings is one of the permanent priorities of the Bureau of the Border and Alien Police (UHCP P PZ SR) and the State Border Service of Ukraine (ŠSPS UA). Implemented project activities brought these outputs: A) 3 classroom modernized and new hardware installed in classrooms at the Secondary specialized school of the Police Force in Košice; B) purchase, replacement and addition of the surveillance cameras on the 5 BCPs – at the Slovak side of the border; C) realized education in the field of border control, counterfeiting and falsifying of travel documents, fundamental human rights and freedoms, including gender equality, border management, joint patrols, stolen motor vehicles, as well as language training. It was a three-week training for Slovak police officers and one week training for Ukrainian police officers. Education also included language training (five-weeks) for the Slovak police officers and five weekly trainings for the Ukrainian police officers in Kosice; D) for the purpose of border police education, experts elaborated 3 educational publications and 6 workbooks; E) research focused on identification, as well as perception of border management problems related mostly to the handling of passengers at BCPs.
