Description

The project has been developed as a response to the rise of domestic violence cases in Sibiu County. The county is lacking sufficient shelters to provide local temporary housing in cases of emergency for victims of domestic violence. Currently, there are only two shelters for domestic violence victims in Sibiu, both of which are run by NGOs. The objective of the project is to improve the institutional social assistance network , through the establishment of a crisis centre that provides temporary housing. The project will include the renovation and equipping of a building in the town of Tălmaciu. In addition, the project will support the development of a guide for intervention in cases of domestic violence for the relevant institutions at county level. The guide will provide procedures and working tools for each institution and serve to facilitate access through streamlining services. A promotional campaign to raise awareness of the centre and its available services will also be organised. The target group expected to benefit from this project consists of victims of domestic violence from Sibiu County, including Roma. It is expected that around 20 persons per semester will benefit from the services.

Summary of project results

The legislation in force provide the obligation of DGASPC Sibiu to develop programs and set up units for the prevention and combating of domestic violence and to support their functioning. However, due to the lack of funds, DGASPC Sibiu would not have in its structure an emergency center for the assistance of the victims of domestic violence. In Sibiu County there were 2 shelters for victims belonging to accredited NGOs with a hosting capacity of 20 victims. These services were insufficient considering the number of victims in Sibiu County (officially over 300 in 2013). The circumstances determined DGASPC Sibiu to submit the project application with the purpose of setting up of a Centre that provides temporary housing in cases of emergency for the victims of domestic violence in Sibiu County. To this end, the following activities were implemented: - An emergency centre for the victims of domestic violence was set up. A building was rehabilitated and endowed with the equipment necessary for the center’s functioning. Also, the personnel of the center was hired: one social assistant, one psychologist, one legal advisor and one driver. - 30 victims of domestic violence received specialized services within the center; thus, the envisaged indicator of 20 victims/semester was exceeded. - 15 partnership agreements were concluded between the project promoter and institutions and NGOs at county level with attributions in the field of domestic violence such as Social Assistance Directorates, City Halls, Gendarmerie, Police, Sibiu County Hospital. The scope of the partnerships was to establish the roles and obligations of the parties during the process of identification, evaluation and intervention in domestic violence cases in complaince with the applicable legislation with the purpose of increasing the quality of the services provided to the beneficiaries of the center. - A guide for intervention in cases of domestic violence including the procedures and working tools for the institutions with attributions in the field was elaborated in 100 copies and disseminated to the relevant local authorities and institutions; - An awareness campaign at local level, for promoting the services provided by the newly established center was conducted. Within the campaign, the following actions were carried out: a symposium with the participation of 90 representatives from relevant local authorities; a radio spot was broadcasted and ads were published in local written press.
