Description

The project starts from the idea that the attempts to intervene in cases of domestic violence are focused on working with abused women and their children. In recent years however, there has been a change of perspective regarding the fact that real security for victims needs to focus also on the behaviour of the abuser. The objective of the project is to develop measures and integrated services to reduce domestic violence addressing both victims and aggressors. The project envisages setting up a counselling centre for aggressors in Baia Mare by planning and endowing a venue provided by the Public Service of Social Assistance Baia Mare and also rehabilitating and endowing a centre in Baia Mare Penitentiary for developing activities with the aggressors who are serving a custodial sentence, as well as the elaboration and implementation of an intervention program for them. Furthermore, within the project, an excisting shelter / counselling centre for victims of domestic violence will be supported, by implementing a new case management technique, by developing integrated support services (psychological, social, medical, legal etc.) and by organizing a campaign to promote the domestic violence services available in local communities. The target group consists of 75 male perpetrators of domestic violence and 60 women and 30 children victims of domestic violence.

Summary of project results

The project started from the idea that the attempts to intervene in cases of domestic violence were mainly focused on working with abused women and their children. Following the adoption of the Istanbul Convention, which provides also the need for assistance of the perpetrators, there has been a change of perspective regarding the fact that real security for victims needs to focus also on the behaviour of the abuser. The objective of the project was to develop measures and integrated services to reduce domestic violence addressing both victims and aggressors. To this purpose, the project included the following components: -Setting up a counselling centre for aggressors within the Public Service of Social Assistance Baia Mare and also rehabilitating and endowing a centre within the Baia Mare Penitentiary for developing activities with the aggressors who are serving a custodial sentence; -Supporting a counselling centre for victims of domestic violence previously set up: -implementing of a new case management technique, which involved the providing of integrated support services (psychological, social, medical, legal, hosting) -organizing a campaign to promote the services available in local communities. The objective of the project was fully achieved. The outcome “Domestic violence reduced” was achieved through specific project outputs, described below: -a psychological research pertaining to aggressors profile was conducted in view of further development of a counselling program standardized for being used at the level of the penitentiary system; the methodology for the program implementation was developed as well -a counselling centre for aggressors within the Public Service of Social Assistance Baia Mare set up, thus being counselled a number of 15 beneficiaries during 300 counselling sessions -a centre for aggressors within the Baia Mare Penitentiary was rehabilitated and endowed;60 perpetrators were subject of the counselling program; -an existing counselling centre for victims of domestic violence supported by implementing of a new case management technique and by setting up of an integrated support services,118 victims being able to access the aforementioned services -2 seminars organized,attended by 41 psychologists working within the penitentiary system, with a view to present the counselling program for aggressors validated by the National Administration of Penitentiaries -a public awareness event organized, attended by 300 people, in order to promote in local communities the available services in domestic violence cases
