Description

The project is needed in order to cover the financial gap between the real costs of the mobility and the resources that the beneficiaries can access in order to be able to participate to an academic mobility in Norway. The overall objective of the proposed proposal is to increase the number of the beneficiaries between Norway and Romania by aiming the following specific objectives: increasing number of bilateral agreements, the extend of the fields mentioned in the bilateral agreements and the increase in quality regarding the student mobility. The results will be a higher number of students and academics that will benefit of an exchange mobility in the program framework, developing and strengthening the cooperation. The expected outcomes are focusing first on the direct beneficiaries (students and academics that will participate to the program), and then on indirect beneficiaries (other students and academics that will be in contact with the results, because of the dissemination process). The role of the donor and partner universities will be based on an equal partnership that will be the basic principle in establishing a quality cooperation program.

Summary of project results

The project was needed in order to develop mobilities with Norwegian universities, taking into consideration the low number of mobilities that are implemented without a higher financial support to cover the high living expenses. The objective, to increase the number of beneficiaries, was partially met because there were not any incoming mobilities and the outgoing mobilities were not all of them implemented. The outcome of the mobility project was also partially reached taking into consideration that we did not received the expected number of incoming and we did not send the expected number of outgoing mobilities. The outputs were the mobilities: 22 outgoing student mobility for studies, 3 outgoing staff mobility for teaching, 1 outgoing staff mobility for training, 3 incoming staff mobility for teaching and 1 incoming staff mobility for training. The main benefit for the beneficiaries is that they can study or teach in Norway. Without the EEA grants this opportunity would be available for less people, taking into consideration the high living costs. The donor partnership achieved besides offering grants that are correlated with the living costs, the entire financing schemes being concentrated on developing the mobilities encourage the increasing of the mobilities. There was in increased in the number of beneficiaries from last years of implementation, taking into consideration the good results obtained in previous years.

Summary of bilateral results

The bilateral agreement by themselves to not help to increase the cooperation between the universities. This conclusion was drawn to several SWOT analyses for different internationalization strategies. The agreements represents the first steps for the implementation, but they do not offer any guarantee that activities will be organized. On long term, based of the mobilities exchange there were developed more activities between Babes-Bolyai University and Norwegian universities. The agreements under the EEA grants are expired in this moment, but they will be renewed as soon as the program will be launched again. Even though the relations are still good and we managed to have some Erasmus bilateral agreements that replace the EEA agreements we cannot organize the student and teaching mobilities without the funds. The exchange of the mobilities generated other types of cooperation, but the lack of funds creates difficulties in organizing the activities in Norway. Most of them are organized in Romania. A long term agreement supported the increased number of beneficiaries, the increased of the quality of each mobility and increased the visibility (a higher number of beneficiaries increase the visibility).
