Description

The patterns of time use are highly gendered. Men and women do not only allocate their time differently to paid and unpaid care work, but they also assign different values and meanings to their time. The project's main objective is to update the diagnosis and characterization of time use by men and women in Portugal, regarding paid and unpaid care work in particular. The project expected outcome is balance between work, private and family life improved, and the indicators are updated data on time use by men and women in 2015; and a comparative analysis with the most relevant results of the 1999 time use survey. The outputs are a survey, a report on the results of the survey and the interviews with a portrait of the Portuguese situation on time use by men and women; recommendations for public policies on work-life articulation as a tool for gender equality; and the dissemination of materials.

Summary of project results

Synergies with national and local, policy priorities in the domain of gender equality and work-life balance had a positive effect on the implementation and results of the INUT Project. It gave a relevant contribution to the overall objective of reducing economic and social disparities by building a solid array of knowledge on time use by women and men, contributing to evidence-based policy making in these areas. All the planned Project results were achieved and in some cases, the project has even gone beyond the initially planned. One example was the National Campaign on Reconciliation and Time Use, a new activity included in the Project’s budget and timeline, achieved with the project’s extension. The research results, based on a multi-method approach combining the nation-wide time use survey and the qualitative in-depth interviews, were published, as foreseen, in terms of deadlines and number of copies. The main indicators on time use by men and women and the articulation of work, personal and family life were first disseminated as a Policy Brief, in June 2016. A book was also published, in September 2016, including a more comprehensive and detailed analysis of the study’s findings on the gendered use of time, as well as a comparative analysis of the relevant results of the INUT, 2015 Survey with the Survey on Time Use 1999 (IOT, 1999), conducted by Statistics Portugal. These outputs were published in paper and in digital version and translated into English. The National Campaign comprises the following materials: TV spot; Radio; ads; Leaflets; Posters; Flyer; Calendar; Notepad magnet; and Banner headline. These materials were widely disseminated, constituting important tools for awareness-raising and capacity building. The overall objective of strengthening bilateral relations was also pursued. Despite the inexistence of a formal partnership with any entity from the Donor State(s), different forms of cooperation with Norwegian researchers were carried out during the implementation period. The solid Project findings on time use and the articulation of paid and unpaid work for women and men constitute a relevant asset for evidence-based public policy-making. This is especially important as 16 years have passed since the 1999 time use survey in Portugal. Equally relevant for making the positive effects of the project continue after the funding period is the fact that several further dissemination opportunities are already in progress.
