Description

The building is significant as an example of a city building as well as a place for creating traditional cultural values. Kuldiga Old Town Hall functions as a cultural institute where cultural products and services are developed and offered. There are two applied art studios and a creative photo studio based there. Kuldiga Old Town Hall is listed in the State Register for protected monuments. The building is in poor condition. After the preservation and restoration of the building the environment of masters of applied art studio will be improved as well as the accessibility of visitors, the amount and quality of the present culture products by enriching culture supply and by fostering and diversifying development of economic activity forms, encouraging economic activities in Kuldiga.The project aims to preserve and renew elements: the wooden facade restoration, tile roof repair and construction, foundation reinforcement, waterproofing and drainage, restoration and reconstruction of the premises, window and door restoration, chimney construction, interior utilities replacement and installation (water supply, sewerage, heating, electricity networks), security and fire alarm installation, ventilation systems, the expansion of space, revealing the building's 2nd floor and creating window construction of the Kuldiga Old Town Hall building. The project envisages training of the local craftsmen and capacity building as well.The project will be implemented in partnership with Akershus Restoration Centre in Drobak, Norway. Akershus center experts are involved in the project as a local wood restoration craftsmen trainers and in practical workshops on restoration works.

Summary of project results

Kuldiga Old Town Hall is significant as an example of a city building as well as place for creating traditional cultural values in Kuldiga.Kuldiga Old Town Hall functions as a cultural institute where cultural products and services are developed and offered.Kuldiga Old Town Hall is listed in the State Register for protected monuments.The building was in poor condition.The preservation and restoration of the Kuldiga Old Town Hall building was carried out by restoring wood facade of the building, repairing and construction of the tile roof, reinforcement of the foundation, waterproofing and constructing drainage, restoring windows and doors etc..There are 5 restorers from Latvia participated in trainings (in Norway and Latvia) and practical workshops in Kuldiga Old Town Hall. Expert/lecturer was craftsmen from project partner Akershus Restoration Center, Norway Per-Willy Faergestad. By increasing knowledge and practical skills of the Latvian restorers, project has contributed to improving quality of restoration works of wooden buildings in future in Latvia. By restoring Kuldiga Old Town Hall all Kuldiga district community and large part of Latvian and foreign tourists have benefited from project by accessibility of restored building and by enrichment of cultural supply. Kuldiga Active Recreation Center, Folk Applied Arts Studio "Rainbow" and "Kochi", as well as the creative photo studio is available for citizens in the restored building. Project helped to protect and keep cultural heritage available for society.

Summary of bilateral results

Project helped to create new cooperation for craftsmen of restoration field and to help share good practice and to learn new technologies for restoration works. Practical workshops helped to develop mutual understanding and to create new potential partnership in future. Collaboration among the partners helped to strengthened bilateral relations by trainings and workshops. Partnership helped to share best practice and knowledge of restoration works and helped to reach better result of the restoration of Kuldiga Old Town Hall.
