Description

Latvia needs to improve its GHG national inventory system so as to provide better national GHG projections, measures and policies to increase the quality of the evaluation report and the quality of information to comply with the relevant UNFCCC, Kyoto protocol and European Commission reporting requirements. The objective of the project is to strengthen institutional capacity to improve the national system for preparing, analyzing and reporting information to ensure continuous improvements of the GHG emission inventory, policies, measures and projections. The main target groups of the project are state institutional officials and sectoral experts involved in inventory and reporting. The main results of the project will be the improvement of the GHG inventory system in Latvia, an increased capacity of the Latvian inventory experts and improved quality of ex-ante and ex-post evaluation of climate change policy measures. The project foresees to develop an integrated database for climate change and air quality data in Latvia, develop a model system for climate change mitigation policy evaluation, including guidelines and ex-ante and ex-post policy assessment and develop a unified data tool for greenhouse gas projection preparation for international reporting. It is planned to implement studies undertaken for inventory improvement and organize conferences and training seminars to increase the capacity of Latvian inventory experts. Furthermore, education events for sectoral experts from institutions involved in the national system for policies will be carried out. To inform wider society publicity events, such as conferences, information in the media and representation materials will be developed. The project partner in Norway is the Norwegian Environment Agency. The donor partner will participate in conferences, training seminars and other experience sharing events to increase the capacity of Latvian inventory experts.

Summary of project results

Project aim was to strengthen Latvia’s institutional capacity to improve the national system for preparing, analyzing and reporting high quality information to ensure continuous improvements of the GHG emission inventory, policies, measures and projections and to comply with the relevant UNFCCC, Kyoto protocol and European Commission reporting requirements. The main target groups of the project were state institutional officials and sectoral experts involved in inventory and reporting. The main activities (outcomes) were: Improved GHG inventory system in Latvia: (Developed an integrated database for climate change and air quality data aggregation and preparation of reports to different international institutions; Implemented studies undertaken for inventory improvement). Increased capacity of the Latvian inventory experts: Conferences, training seminars and other experience sharing events carried out to increase the capacity of Latvian inventory experts. Improved quality of ex-ante and ex-post evaluation of climate change policy measures: (Developed model system for climate change mitigation policy evaluation, including guidelines for cost assessment of different policy measures and ex-ante and ex-post policy assessment (parameter reached partially). Carried-out educational events for sectoral experts from institutions involved in the national system for policies, measures and projections. Unified data tools for annual reporting on actual and projected GHG emissions). During the Project all above mentioned planned outcomes were achieved (except model system,this parameter reached partially). Main project outcomes: Developed an integrated database for climate change and air quality data aggregation and preparation of reports to different international institutions; Developed unified data tool for greenhouse gas projection preparation for international reporting; Implemented 5 studies undertaken for inventory improvement; Organized 6 conferences, training seminars and other experience sharing events carried out to increase the capacity of Latvian inventory experts; Developed model system for climate change mitigation policy evaluation, including guidelines for cost assessment of different policy measures and ex-ante and ex-post policy assessment; Carried out 4 education events for sectoral experts from institutions involved in the national system for policies and measures and projections.

Summary of bilateral results

Seminar about peatland management in the context of greenhouse gas emission inventory – Norway case took place on the 3rd and 4th of November, 2015, in Riga and Jelgava respectively. The event hosted a number of participants from various Latvian institutions (ministries, NGO’s, organizations, companies), as well as two Norwegian experts (Hanna Silvennoinen and Gunnhild Sogaard) from the Norwegian Institute of Bioeconomy Research (NIBIO) who shared their experience on the topic from Norway’s point of view. Broad discussions on peatland management took place during the event, including on peat use, peatland restoration and the connected GHG emission aspects in Norway and Latvia. Issues such as the normative regulation of the sector, related scientific researches (including on GHG emission data), as well as the most topical issues for the sector and their possible solutions were discussed.
