Description

The training system of Lithuanian prison and probation staff needs to be developed under international standards. The objective of the project is to improve the competences of Lithuanian correctional institutions personnel, to raise skills of inmates as well as to ensure the general education of detained juveniles. This will be achieved, firstly by training the prison and probation staff (16 training programmes will be implemented and 1515 penitentiary staff members will be trained), secondly by training the inmates to raise their social and psychological skills (2 training programmes will be implemented and 650 inmates will be trained) and lastly by reconstructing premises in Kaunas Juvenile Remand Prison for the secondary school of young offenders (70 school places for detained juveniles will be created) as well as purchasing new educational equipment. Correctional Service of Norway Staff Academy (KRUS) is a donor Project Partner which is responsible for providing consultations and sharing of good practice during preparation of penitentiary staff training programmes.

Summary of project results

The project was needed to develop the training system of Lithuanian prison staff under international standards and improve competences of both prison staff and inmates. During implementation of the Project: 1) 16 different training programmes for 1520 penitentiary staff members and 2 programmes for 652 inmates were provided. Two training programmes for prison staff and both training programmes for inmates were developed with the assistance of the Correctional Service of Norway Staff Academy (KRUS). During the project 8 lectors from Lithuania visited KRUS and gained experience and skills from the Norwegian colleagues to train officers and inmates. 2) the premises in Kaunas Juvenile Remand Prison were renovated and a secondary school (with the capacity of 70 places) established and equipped. The project contributed to increased competence of staff to work with inmates and raised social and psychological skills of inmates needed for re-integration into society and living outside prison. The training programmes developed within the project will be used for further training of prison staff and inmates. The project also contributed to increased re-socialization possibilities of juvenile through provision of general education in Kaunas Juvenile Remand Prison.

Summary of bilateral results

The project contributed to strengthening of bilateral relations through exchanging experience and skills of the Norwegian partner KRUS to develop training programmes and apply the most efficient methods to work with inmates. KRUS provided expert assistance developing the training programmes for prison staff “Preparation of warden to work in dynamic protection” and “Integration of penitentiary junior officers into re-socialization of inmates”. KRUS also participated in developing of training programmes for inmates, which focused on prisoners’ motivation for work, improvement of social skills and crisis management. The partnership with KRUS enabled application of the Norwegian best practice in Lithuania’s penitentiary system.
