Description

Prison overcrowding and high level or re-offending is the main problem of Lithuanian correctional system. The objective of the project is to improve living conditions and the quality of inmates` re-socialization in Closed Prison No. 3 of Pravieniskes. This will be achieved by reconstructing dormitory type premises into cells and strengthening focus on inmate`s social rehabilitation process by increasing the number of officers providing re-socialization services (by 30 officers). Inmates are the main beneficiaries within this project – it will help to manage prison overcrowding (reduction of total capacity of prison by 134 places). Technical solution of prison reconstruction will help to avoid accidents of inmates aggression and inter-violence as well as danger for possible accidents caused by inadvertently use of gun (armed guarding will be replaced by modern technical perimeter security devices). New social workers and development of dynamic security model will enable to redouble efforts pointed to inmate re-socialization and integration into society that imply decreased recidivism rates of inmates released from prison.

Summary of project results

As prison overcrowding and high level of re-offending was the main problem of Lithuanian correctional system, the project aimed at improving the living conditions and increasing the quality of re-socialization services for inmates in Closed Prison No. 3 of Pravieniškės as well as decreasing recidivism rates of inmates released from prison. In the course of project implementation dormitory type premises of Closed Prison No. 3 of Pravieniškės have been reconstructed into cell type rooms with 360 places. This solution of reconstruction created conditions for physical isolation of inmates and prevention of practising criminal subcultures as well as avoiding accidents of inmates’ aggression and inter-prisoner violence. Furthermore, a modern technical security system has been installed in the perimeter of the prison. This contributed to the decreased need of armed guarding and created conditions for increasing the number of dynamic security officers and social workers working with in the field of re-socialization of inmates. Re-socialization services of better quality will enable to redouble efforts pointed to integration of inmates released from prison into society and decreasing recidivism rates of inmates.
