Programme Summary

Why is the programme needed? The programme is named the Scholarship and Training Fund (STF). STF will have a supplementary character to national funds financing the curricula and the institutional reform enabling better internationalisation of Polish Higher Education Institutions (HEIs). The STF will also have a supplementary character to the European Commission programmes supporting the bilateral relations between Poland and the Donor States. The implementation of initiatives envisaged within the STF shall fit into the needs of the education sector, institutions and individuals, namely the need to: - enhance the quality of teaching; - enrich the educational offer with a foreign language as a language of instruction; - modernise and develop the administrative and organisational capacities of institutions dealing with      education and training; - increase the international dimension of teaching offered by the Polish education establishment.   What will the programme achieve? The implementation of the Scholarship and Training Fund will contribute to the improvement of quality of Polish education, especially higher education, increase in students and staff flows between Poland and the Donor States, as well as strengthen institutional cooperation on different levels of the education sector. By joint conferences, meetings, seminars and publications, improvement of recognition of study/practical placement period, degrees and qualifications between Poland and the Donor States the STF will support the establishment of the European Higher Education Area. Better educated citizens with better employment prospects, and more skilled professionals will have a positive influence on sustainable development in economic terms. In broader perspective, the STF implementation will have an impact on the wellbeing of Polish citizens through upgrading and modernising education sectors, especially higher education, and it will contribute to the strengthening of bilateral relation between Poland and the Donor States in the field of education.   How will it be achieved? ü  Increased number of mobility at all levels of the education sector including student, pupil, teacher, and staff exchange (e.g. by study periods, practical placements, preparatory visits); ü  Increased number of joint initiatives (e.g. by preparation of joint teaching programmes; organisation of meetings, seminars, workshops; development of policy plans and strategy; development of new teaching tools, methods, materials); ü  Increased number of bilateral agreements between partners from Poland and the Donor States through strengthened institutional cooperation on different levels of the education sector.   How will bilateral relations be strengthened? It is expected that partners from Poland and Donor States will benefit from the cooperation through an exchange of knowledge and innovation development. Project partnerships between Polish and Donor State institutions will be encouraged in all parts of the programme. Networking, exchange, sharing and transfer of knowledge, technology, experience and best practice between Project Promoters and entities in the Donor States will lead to a better understanding and further extent of cooperation beyond the STF projects. The Programme Operator intends to contribute to the enhancement of bilateral cooperation between Poland and the Donor States also by the implementation of joint activities with its three Donor Programme Partners (DPPs). The DPPs will be involved in facilitating networking between the Programme Operator (PO) and potential project promoters and/or project partners from the Donor States, advising on and reaching out to possible donor state project partners and advising on possible activities within the programme to strengthen the bilateral aspects.
