Programme Summary

Why is the programme needed? The Hungarian educational and training system and institutions are currently undergoing fundamental changes. Transnational impulses that support the sector in its efforts to renew its education/training offer and methods are essential in order to enhance the Hungarian participation in European processes in the sector. The programme contributes to these processes by supporting international cooperation and implementing mutual mobility between Hungary and the Donor States. It provides opportunities for Hungarian institutions to establish long-lasting cooperation with institutions from the Donor States. The programme will contribute to filling a funding gap when it comes to cooperation and mobility with Donor States. What will the programme achieve? The programme will stimulate mobility of students and staff and cooperation between educational institutions at all levels. The intention is to enhance internationalisation of the education sector through increasing the number of outgoing and incoming students and staff and encouraging common cooperation projects that will enhance the quality and relevance of the education provided at all levels. How will it be achieved?
  • Increased number of staff exchanges in higher education, secondary education, vocational education and training, and adult education; 
  • Increased number of exchanges of higher education students;
  • Increased number of common cooperation projects in Higher Education between Norway, Iceland, Liechtenstein and Hungary.
How will bilateral relations be strengthened? Bilateral relations will be strengthened through exchange of people, knowledge, practices and experience. The programme is expected to have an impact on strengthened bilateral relations by creating a basis for cooperation and mobility after the programme period has ended. Both Donor State and Hungarian institutions have the possibility to apply for funding of preparatory visits in order to establish and further develop cooperation and exchanges between these countries. The Programme Operator cooperates with the Donor Programme Partners in developing and implementing the programme. What are the partnership opportunities? The programme requires bilateral partnerships in all projects and is also open to multilateral partnerships. The measures supported are compatible with the EU Lifelong Learning Programme and actions. The estimated project size is €50,000 to €300,000. There will be one open call for preparatory visits which will stay open until the last call under the other measures. There will be one call for project cooperation and two calls for mobility.Who can apply for funding under this programme? Eligible applicants include: Public or private entities, commercial or non-commercial and non-governmental organisations, established as a legal person in Hungary, such as: - higher education institutions; - enterprises (with relation to vocational education and training or accredited to carry out trainings); - social partners and other representatives of working life cooperating with accredited educational institutions; - public and private organisations, including not-for-profit organisations and NGOs, responsible for the organisation and delivery of education and training at local, regional and national levels; - bodies providing guidance, counselling and information services related to education / training; - research institutions. Institutions in the education sector apply for funding on behalf of individuals. Donor State institutions apply in partnership with Hungarian institutions. In the case of preparatory visits, Donor State Institutions may apply directly.
