Programme Summary

Programme Summary Why is the Programme needed? The effects of the financial crisis have left a part of the Greek population in a state of poverty. In October 2013 unemployment reached 27,8% and 1 out of 5 households live under the poverty line. The number of homeless and poor on the streets has increased social unrest and the feeling of insecurity grown. An immediate action to alleviate the suffering of the most vulnerable populations in Greece is therefore needed. What will the Programme achieve? The objective of the Programme is to bring immediate relief to the individuals worst hit by the financial crisis by providing them with the most basic needs such as food, health care and other social assistance, including legal aid, employment assistance, support to mothers,  children and other vulnerable groups. It is foreseen that roughly 37,000 individuals will receive assistance through the programme.   How will it be achieved? The objective will be achieved through cooperation of governmental and non-governmental organizations working together in the spirit of solidarity by •    establishing a Solidarity Centre in the Frourarhio building in Athens, which will provide the financially deprived people residing in the area with free health care, legal aid,  employment assistance and other measures directed at vulnerable individuals and families  such as assistance to single mothers, day care for their children and a helpline; •    strengthening and expanding the existing network of the Solidarity Hub in the municipality of Athens by issuing over 46,000 vouchers which will provide nearly 9,000 individuals with food and basic necessities for eight months; •    through the work of street workers, offering shelter and basic health care to the most vulnerable on the streets, the HIV infected and the homeless The Programme will be implemented through two pre-defined projects. A small fund has also been set aside for preparation work in the domain of protection of human rights. How will bilateral relations be strengthened? A fund for bilateral relations has been set aside to fund activities that encourage cooperation between actors in Greece and the Donor states or with Intergovernmental organisations. The Project Promoters, partners of the pre-defined projects and potential donor project partners will be able to receive funding for such initiatives. What are the partnership opportunities? The programme will be implemented through many partnerships of the governmental and non-governmental institutions participating in the projects.   Who can apply for funding under this Programme? The programme consists solely of pre-defined projects and therefore no open calls will be published.
