The purpose of the Project is to establish a therapeutic community for drug addicts in Godetsch region, with the overall objective of providing an effective rehabilitation programme for drug users. Reference is made to the application dated 22 April 2008, and to any subsequent correspondence with the Focal Point. The completed Project shall include the following activities and result: 1: Reconstruction of Phoenix House (water and plumbing system, woodwork, paintings, floors and heating); 2: Purchase of equipment for the renovated building; 3: Infrastructure works and construction of a sport field; 4: Construction of a small waste water treatment facility; 5: Conducting research and establishment of an evidence based treatment model (theraupethic community); 6: Training seminars, final report and conference; and 7: Project management and publicity. The Project Promoter is the Institute for ecology of cognition. Subject to national law, the Project shall be implemented in partnership with the Center for social work and the Norwegian partner, Phoenix Haga. The Focal Point shall ensure that the Project Promoter provides at least 5 percent and the Centre for social work provides at least 5 percent of the estimated eligible project cost.
