Active Citizens Fund 2014-2021

The Financial Mechanism Office – the secretariat of the EEA and Norway Grants – is seeking Fund Operators in the beneficiary countries to develop and implement the EEA Grants Active Citizens Fund. See latest news for country specific tenders.

The EEA and Norway Grants 2014-2021 represent funding from Iceland, Liechtenstein and Norway to reduce economic and social disparities and strengthen cooperation with 15 EU countries in Northern, Central and Southern Europe. For the period 2014-2021, a total contribution of €2.8 billion has been agreed.

As described in article 3.2.b of Protocol 38c of the EEA agreement, part of the funding shall be earmarked for support to civil society organisations in each of the 15 beneficiary states.

The objective of the Civil Society Programme Area is: ‘Civil society and active citizenship strengthened and vulnerable groups empowered’. The Active Citizens Fund 2014-2021 shall seek to develop the long-term sustainability and capacity of the civil society sector, with the aim of strengthening its role in promoting democratic participation, active citizenship and human rights. The Financial Mechanism Office of the EEA and Norway Grants is now looking for Fund Operators to develop and implement the Active Citizens Funds in the beneficiary countries. The open tenders for the Fund Operator position are published continuously on this page.

Fund Operators currently contracted:

Bulgaria: Open Society Institute – Sofia in consortium with Trust for Social Achievement Foundation and Workshop for Civic Initiatives Foundation

Slovakia: Ekopolis Foundation in consortium with Carpathian Foundation and Open Society Foundation

Portugal: Gulbenkian Foundation in consortium with Bissaya Barreto Foundation

This week we are at the EU Commission's Annual Colloquium on Fundamental Rights, together with EEA and Norway Grants chairman Niels Engelschiøn, looking at why civil society is crucial in building a vibrant democracy - and the key role public authorities play, all across Europe, in making it a reality. Democracy as we know it clearly needs to be awaken - and what better way than a good old classic democratic debate to bring it (back) to life?
