Cross-border partnership programme
The Polish €1.3 million cross-border partnership fund supports 42 projects by Polish organisations promoting international cooperation on regional and local levels.
Norway is supporting the cross-border partnership fund with €1 million, with the fund Intermediary, East European Democratic Centre, providing the remaining 15% of the fund.
The overarching aim of the fund is to stimulate the capacity for cross-border cooperation of public Polish entities on regional and local levels. Through three open calls, grants were awarded to 42 projects.
Funding is awarded both to projects carried out in bilateral partnerships with partners from the donor countries or from the Baltic Sea area countries and to projects carried out in multilateral partnerships with at least two foreign partners, including Ukraine, Belarus, the Russian Federation – Kaliningrad District.

The purpose of the Project is to support cross-border multilateral and bilateral partnership projects with EEA EFTA States, Baltic Sea area countries and countries neighbouring Poland in the East, with the overall objective to stimulate the capacity for cross-border cooperation of public Polish entities on regional and local levels. Reference is made to the application dated 9 August 2007 and to any subsequent correspondence with the Focal Point.
The completed Program shall include the following activities and results:
- Re-granting towards selected sub-projects to promote regional and cross-border cooperation.
- Fund management.
The Intermediary is the East European Democratic Centre.
Subject to national law, the Project shall be implemented in partnership with the Ministry of Foreign Affairs of Poland.
The Focal Point shall ensure that the Intermediary provides at least 15 percent of the estimated eligible cost of the Fund.
