Description

In Romania there is a sharpening of labour disputes without improving the working conditions, mainly because of insufficient knowledge and deficit in communication. The project objective is to increase cooperation between employers, unions and relevant public organizations in ensuring tripartite dialogue by creating certain tools to facilitate their communication. This involves creating an online communication network via a web platform (collaborative portal) accessible to representatives of employers, unions and relevant public organizations. In this way the level of expertise will increase in social dialogue management, and will enhance the involvement of relevant social dialogue stakeholders. An increased social dialogue quality will lead to improved social and working conditions, remuneration, respect, and work-life balance. The project will stimulate networking between employers, unions and relevant public organizations during a series of round tables. It will create a network of approximately 30 experts in tripartite dialogue (representatives of trade unions, employers and relevant public authorities) trained within the project.

Summary of project results

The project objective was to improve the cooperation and the tripartite dialogue between employers, unions and relevant public organizations by creating the necessary tools to facilitate their communication. The rationale for the project was that the tripartite dialogue was not considered as an important instrument for preventing the sharpening of labor disputes or to decisively contribute to improving working conditions in Romania. This was mainly because of (i) insufficient knowledge of effective methods for applying the existing regulatory framework (at employers, unions, public authorities levels); (ii) a lack of a comprehensive legal framework governing the social dialogue implementation and (iii) a lack of communication and networking among social dialogue parties. The main project outputs are : - 10 focus groups established and operating; - One sociological study conducted - Dissemination of the results y to 500 institutions and organisations - A Web portal developed; - A Guide for Social dialog in Public Service developed and published ; - - 7 Public debates on social dialog in public services conducted – more than 350 people participated. - 5 round tables with the representatives of relevant organizations for tripartite dialog - 150 persons attended the discussions - 30 experts were trained in social dialogue , which led to increased quality of social dialogue at the respective companies
