Description

The idea of the project is to address the disadvantages of the sea monitoring systems:

  • lack of compatibility;
  • informational layers aren’t shared among the possible users;
  • hydroacoustic noise and oil pollution layers do not exist;
  • oil pollution predicting module is not still elaborated;
  • static nature and lack of capacity for precise picture;
  • lack of publicity.

While addressing all the disadvantages the main objective is to enhance the Integrated Coastal Zone Management through establishment of an integrated informational system. The following outcomes are to be achieved:

  • hydroacoustic noise and oil pollution informational layers;
  • oil pollution prognostication module and decision making support;
  • operational model of a Zonal Integrated Monitoring System;
  • data integration system;
  • network of operational and publicity centers.

The output is to be an integral, open for enlargement and distributed informational system for sea monitoring and decision support combining static and real time data.

While addressing all the disadvantages the main objective is to enhance the ICZM through establishment of an integrated informational system. The following outcomes have been achieved:

  • oil pollution informational layer;
  • oil pollution prognostication module and decision making support;
  • operational model of a Zonal Integrated Monitoring System;
  • data integration system;
  • network of operational and publicity centers.

As a result of the project the following units have been established:

  1. Integrated Informational System.
  2. An oil spill prevention module.
  3. Chemical laboratory specialized in the area of oil pollution diagnostics.
  4. Local center for oil spill management in the coastal zone.

The centre is equipped with motor boats and the necessary equipment to deal with small spills in the bay of Varna. Three informational centres have been established:

  • Main operational center in the NVNA;
  • Black Sea Basin Directorate;
  • Regional Administration Varna.

The following institutions benefit as a result of the project:

  • Black Sea Basin Directorate;
  • Regional Administration Varna;
  • Executive Agency Maritime Administration;
  • Port Infrastructure State Company.

Companies from the private sector also can use the results. In the moment a process of organising common training with a company which deals with gas and oil exploration in the Black Sea is under way. All the information of the Integrated system will be provided to the Ministry of Regional Development and Public Works which is the national responsible authority for Spatial planning. The results of the project are open for public access and further development. On the base of the unique oil spill prevention module a Development Centre have been established in the Naval Academy. The centre deals with integration of informational sources and integration of simulation complexes in the system as nature conditions and measures for management can be simulated for assessing the effect before practical applying of measures. Using the capacity of the informational system a volunteer search and rescue centre is integrated with the complex. The facilities of the complex can be used in training and operational mode for prevention of accidents.
