Programme Summary

Due to the relatively small size of the allocation to Slovenia, a more flexible funding set-up has been agreed. As a result this programme covers two programme areas: "Public Health Initiatives" and "Mainstreaming Gender Equality and Promoting Work-life Balance". This programme summary reflects both areas. Why is the programme needed? Public health and primary care structures in Slovenia are facing challenges and changing needs in particular as regards non-communicable diseases, mental health and healthy lifestyle in different socio-economic groups. Key functions and infrastructure of the health workforce should be strengthened and coordinated in order to cope with the complex nature of health problems and social inequalities in health. There are significant differences in health status between the populations of municipalities with the highest and lowest income. Furthermore, the share of women holding leading positions in business and politics is considerably lower than the share of men. It is therefore important to raise awareness on the importance of women's participation in economic and political life, support the relevant NGOs and other groups working for mainstreaming gender equality and promoting work life balance, as well as amend the current legislation to enable more women to be represented in decision-making positions. Reconciliation between work and family-life is a pre-condition for more equality between women and men as regards participation in both the labour market and in leading positions. What will the programme achieve? The programme will support capacity-building to stimulate development and test new innovative approaches and models that build on partnerships between NGOs and public institutions at local level in order to better meet challenges and secure sustainability of public health initiatives. A life-course approach is being applied to offer tailored programmes to different ages and social groups, in particular the most vulnerable groups including Roma. The programme also aims at strengthening the capacity of public and private sector and general public in the area of identification, targeting and addressing gender inequality. The programme will be used to identify, monitor and assess the obstacles that women encounter in respect to their participation in higher positions. The programme will therefore focus on raising awareness on gender issues and changing attitudes towards gender roles in particular in equal participation of women in decision-making and issue of reconciliation as a condition for increased participation of women. How will it be achieved? The main expected results of the Programme are the following:
  • Reduced inequalities between user-groups through new programmes and services tailored for different user groups;
  • New integrated programmes and services for lifestyle-related diseases as well as prevention programmes for different user groups;
  • Improved local capacity for mental health services through the establishment of new structures
  • Awareness-raising activities on gender issues and power relations between men and women such as conferences, TV and radio spots, online forums and blogs, to mention a few examples.
How will bilateral relations be strengthened? The bilateral relations will be strengthened through cooperation with the Donor programme partner the National Institute of Public Health (Norway) as well as by exchanging experience with other Donor State entities with a view to sharing best practices within the relevant areas. Various forms of cooperation are planned: conferences, seminars, study visits, trainings. In the gender mainstreaming and work life balance strand of the programme, cooperation is also planned to take place with the Norwegian Association for Local and Regional Authorities (KS).  Who can apply for funding under this programme? Eligible applicants are legal entities registered in the Republic of Slovenia and operating in the public interest. Partnerships between NGOs, public institutions and local and regional authorities and project partners from the Donor State will strongly supported.
