Why is the programme needed?
Both the EU 2020 Strategy and the strategic operating plan of Slovenia for human resource development emphasize the importance of investment into education and training of individuals, particularly those with low qualifications, without appropriate skills, whether young or adults. Internationalisation of the education sector and mobility of individual are important instruments in developing the quality and effectiveness of education, with the aim to achieve better employability and more innovation in the sector, while ensuring social inclusion and equity. Slovenia has well established cooperation in the education sector with many European countries. In the case of Norway, Iceland and Liechtenstein more support is needed to stimulate cooperation and mobility.
What will the programme achieve?
The programme will stimulate mobility of students and staff and cooperation between educational institutions at all levels. The intention is to improve the number of outgoing and incoming students and staff, to increase the number of common projects leading to better quality, equality and creativeness in education and training.
How will it be achieved?
•Increased number of mobile staff in higher education, secondary education, vocational education and training, and adult education
•Increased number of mobile students
•More inter-institutional agreements and common cooperation projects between Norway, Iceland, Liechtenstein and Slovenia.
How will bilateral relations be strengthened?
Bilateral relations will be strengthened through exchange of people, knowledge, practices and experience. Currently the bilateral mobility and cooperation between Norway, Iceland, Liechtenstein and Slovenia is not as high as it could have been with some additional support mechanisms, like this programme. The programme is expected to have an impact on strengthened bilateral relations by creating a basis for cooperation and mobility after the programme period has ended. Both Donor state and Slovenian institutions have the possibility to apply for funding of preparatory visits in order to establish and further develop cooperation and exchanges between these countries.
What are the partnership opportunities?
The programme is suitable for bilateral and multilateral partnerships. The measures supported are compatible with the EU Lifelong Learning Programme and its actions concerning Higher Education mobility, Partnerships, Intensive Programmes and Preparatory Visits. The estimated project size is 30.000 – 50.000 €.
There will be one open call for preparatory visits and one call per year for the other measures.
Who can apply for funding under this programme?
Entities registered in Slovenia are eligible as project applicants. Institutions in the education sector apply for funding on behalf of individuals. Donor State institutions apply in partnership with Slovenian institutions. The eligible applicants are:
• Students and trainees in all forms of tertiary education level education and training;
• Higher education institutions, as defined by the participating countries;
• Teachers, trainers, managers, leaders and other staff within higher education institutions;
• Doctoral students, post-doctoral fellows and researchers;
• Staff from enterprises involved in teaching/education/training activities;
• Enterprises, social partners and other representatives of working life cooperating with accredited educational institutions;
• Research centres and bodies concerned with lifelong learning issues;
• Bodies responsible for systems and policies in education and local, regional and/or national level;
• Schools and other institutions providing initial vocational education and/or training;
• VET students;
• Managers, leaders, teachers, trainers, administrators and technical staff from eligible institutions.
