Programme Summary

Why is the programme needed? Research and education are widely acknowledged drivers for economic growth, for job-creation and productivity, and to secure social and economic welfare. The programme will contribute in reducing social and economic disparities through enhanced research-based knowledge, including the strengthening of human capital and know-how. What will the programme achieve? The programme will increase joint research cooperation between Latvia and Norway, and will strengthen mobility through scholarships for staff and students in higher education between Latvia and Norway, Iceland and Lichtenstein. How will it be achieved? Two activities are planned;
  • Scholarships for staff and students in higher education, two calls
  • Bilateral research cooperation with one call within the thematic areas of            i) Social sciences and the humanities and            ii) Public health including aspects connected with pharmaceuticals, biomedicine and prevention. All research projects will be evaluated through international peer review. Who can apply for funding under this programme? Research organisations in Norway and Latvia are eligible for funding under the research part of the programme. Universities and institutions for higher education are eligible under the scholarship and mobility part. The minimum and maximum grant rates for research projects are € 60.000 and € 1 mill. How will bilateral relations be strengthened? All research projects will be carried out in cooperation with at least one research institution from Norway. Scholarships will involve mobility between higher education institutions in Beneficiary and Donor State (-s) which are Norway, Iceland and Lichtenstein. The programme operator will organise matchmaking events, and some support for the coverage of preparatory actions may be available. Who will be responsible for the implementation of the programme? The programme operator is the Latvian Ministry for Education and Science, with the State Agency for Education (SEDA) as the implementing agency. A close cooperation with the Donors Programme Partners (DPPs), the Norwegian Research Council (RCN) and the Centre for International Cooperation in Education (SIU) is foreseen. The Icelandic Centre for Research (RANNIS), Iceland and  National Agency for International Education Affairs (AIBA), Liechtenstein will function as contact points for the Scholarship part of the programme in these countries
