Why is the programme needed?
In terms of international cooperation, Czech educational institutions fall slightly behind when compared with other countries. However, there is an increase in student and staff mobility growth registered in the Czech Republic, so the demand is higher than the offer currently. Furthermore, an absolute majority of mobility programmes takes place within EU Member States. The programme will add value for educational institutions involved in terms of sharing knowledge and awareness of educational systems and approaches. Mobility proved to be an excellent tool to achieve this goal, as well as to enhance the human capital.

What will the programme achieve?
The aims of the programme are strengthening of competitiveness of the human capital in the Czech Republic and strengthening cooperation with the Donor States. The goals involve support of international student mobility and mobility of education sector staff. The aim is also to create a suitable background for establishing institutional partnerships.

How will it be achieved?
The following measures will be supported in the programme:
•    student mobility at the tertiary educational level
•    mobility of education sector staff at all levels of education
•    bilateral or multilateral inter-institutional cooperation projects in the primary, secondary and tertiary education sector

Up to 200 students and 60 education sector staff will benefit from mobility grants, while up to 76 institutions will be involved in cooperation projects.

How will bilateral relations be strengthened?
The Scholarship Programme will focus on exchange, sharing and transfer of knowledge, technologies, experience and good practice both at a project and a programme level. As for the project level, launching of new project partnerships is supported. The representatives of eligible institutions are encouraged to consider and adhere to sustainability of their partnerships. As for the programme level, close cooperation and addressing of issues of joint strategic interests provides a solid ground for sustainable cooperation. Bilateral relations will be further strengthened and evaluated through joint meetings and conferences.

What are the partnership opportunities?
Project partnerships can be bilateral or multilateral. One year projects with the maximum funding of 50,000 EUR (Norway Grants) and 20.000 EUR (EEA Grants) per project will be supported. The maximum grant for an individual is 7,000 EUR (Norway Grants) and 4.000 EUR (EEA Grants).

Eight open calls will be announced within the duration of the Programme, between 2013 and 2015.

Who can apply for funding under this programme?
-EEA Grants
•    Students at the tertiary level of education (students of conservatories, higher technical schools, colleges and universities)
•    Education sector staff at all levels of education
•    Institutions at all levels of education (primary schools, secondary schools, conservatories, higher technical schools, colleges and universities)

-Norway Grants
•    Students at the tertiary level of education (students of conservatories, higher technical schools, colleges and universities)
•    Education sector staff at the tertiary level of education
•    Institutions at the tertiary level of education (conservatories, higher technical schools, colleges and universities)

Only Czech institutions of above mentioned types are eligible as project promoters. The other above mentioned institutions are encouraged to join as project partners.
Applications for individual placements may be submitted by individuals from the Czech Republic and by individuals from the Donor States, or by the institutions which they represent.
