The obligatory requirements and rules are set out in the Regulations, including annexes. Make sure you check these requirements when you manage your activities.

Guidelines and manual

Guidelines for strengthened bilateral relations
The guideline is available to provide guidance and ideas on how to plan, implement and report results towards the bilateral objective of the Grants.

Guideline for NGO programmes 

This guideline aims to clarify specific references in the Regulation relevant to the programme area Funds for Non‐governmental Organisations and provide guidance to Focal Points and Programme Operators on specific sector‐related issues in the development and implementation of NGO programmes in the Beneficiary States.

Programme Operators Manual
The Programme Operators Manual (POM) is a guide for programme operators on how to implement results-based management in the planning and implementation of programmes.

Statistical manual
The manual contains definitions and explanations on the statistical information that is to be recorded in the online Documentation, Reporting and Information System' (DoRIS). The manual is also useful when working with reports generated from DoRIS.

Indicators
A list of standard indicators is available to guide the development and review of programme proposals, and for informing on results. The list consists mostly of quantitative indicators. Some suggestions for qualitative indicators are included. Programme operators may need to define others that fit a particular programme. Additional indicator lists are available for bilateral indicators and cross-sectoral indicators.

Please note: The list of standard indicators remains work in progress as better indicators may be identified during the appraisal process. These will then be added to list. An updated version will always be available on this page.

Reporting - macro-level statistics
In the annual Strategic Report, National Focal Points are asked to assess the expected impact of the financial mechanism in relation to the overall objectives of economic and social development and strengthening of bilateral cooperation.

More specifically National Focal Points should report on:

  • Changes in the socio-economic situation in particular in so far as the changes are relevant for the agreed objectives and outcomes of the programmes.
  • Developments and trends in socio-economic and territorial disparities, including inter regional disparities below national level.
  • Assess the aggregated impact of the Programmes supported by the financial mechanism on reducing economic and social disparities. Use to the extent possible national statistics to underpin the assessment.

Please find a list of country specific macro level statistics that can be used to describe national developments. 

Project level information template
Programme operators will record information on all supported projects in the Documentation, Reporting and Information System (DoRIS). The general requirements and procedures for registration of project information are described in chapter 6 of the Programme Operators’ Manual. The specific project information required for registration is presented in the Project level information template. Guidance and definitions are embedded in the template together with example texts. The project level information functionality will be available later this spring. 

 

Communications

Communication and design manual
The communication and design manual provides guidance and advice on how to best carry out information and publicity activities on programmes and projects. A number of downloadable templates are available.

Guidance on developing the communication plan
The relevant requirements are found in Publicity and Information Requirements (Annex 4 to the Regulations). To provide further support to Programme Operators, a guidance note on developing the Communication Plan for programmes is available.

Logos
Download logos for the EEA Grants and the Norway Grants. Rules on how to use the logos can be found in the communication and design manual.

 

Templates

Billboard

Make sure the information is easily available and do not overfill the billboard with text. Your logo(s) and the EEA and Norway Grants logo(s) must be displayed. You also need to include information on what your project aims to achieve or who it will benefit, who’s implementing it and information on the grant support (amount and what the grant is financing).

Boilerplate texts

These standard texts can be used on the back covers of publications, at the end of press releases in the 'Note to editors' section, on programme/project websites or anywhere else where you acknowledge the support from the EEA Grants / Norway Grants.

Colour palette

To create consistency for audiences that relate to similar programmes in several countries, a colour palette has been developed with different colours for each sector to make programmes or projects within these easily identifiable. Though not mandatory, we recommend that you use the colour relevant for your programme or project. See the communication and design manual for technical information.

Commemorative plaque

There are three versions of these commemorative plaques depending on what support was given to the project. They can be printed on aluminum or plastic or any other appropriate material with a minimum life span of five years. See the Communication and Design Manual for technical information.

Curve

The curve is an optional graphical element, which you will see in use on the majority of the templates, The curve graphic feature is provided in InDesign so the colours can be altered without going through another software program. The curve is also available in Illustrator format.

Logos

The EEA and Norway Grants logo(s) must always be placed on a white background. They must be used in either the colours (red PMS 187C and blue PMS 647C) or black and grey. 

If the project is only funded by the EEA Grants, for example, then just that logo is used; if both grant schemes are involved, both logos should be used. The tagline ‘Supported by…’ should also be used accordingly in the appropriate language.

Poster

Posters can be of two types: a visual reflection of the project or displaying key information about the project. Consult the communication and design manual for further guidance.

Powerpoint

This is a template for making PowerPoint presentations. The EEA Grants and/or Norway Grants logo/s should be placed on the right-hand side over the curve while your logo(s) and/or information on the presentation can be placed on the left-hand side.

Report

A report format should be used at the end of the project to show what has been achieved or it can be used as an interim status report during the lifespan of the project.

Brochure 18 x 18

The brochure is more for publicity and events such as key meetings where the format can be used for the programme or to illustrate a key action in the project.

Leaflet A5

The leaflet is again for general information purposes but usually in smaller formats or less pages.

Newsletter

The newsletter can be used to keep project partners and interested parties informed on a regular basis of the project’s progress.

Roll-up

Roll up-banners can be used for conferences or be placed in your office building for visibility.

The standard format is 2000 x 800 mm though the width can go up to 1200 mm. They are normally supplied with case and support stand.

Sticker

There are three versions of these promotional stickers depending on what support was given to the project or programme. To be printed on self-adhesive sticker sheets. Sizes 100 x 55 mm

Typography

Publications: Daxline Pro font is a modern typeface and is the OpenType version of the original Daxline font. It is perfectly suited to the creation of publications. Daxline Pro accommodates all of the characters in the various European Union languages whether the alphabet is Cyrillic, Greek or Latin.

Video

This is a template for the production of videos and shows a possible opening page as well as the final page titles that mention the project is supported by the EEA Grants and/or Norway Grants.

The curve colour should be red or a sector colour from the colour palette.

Web

There are many simple solutions for creating a website or you can use professional help. It is important to register a domain name and find a web hosting provider for your site. Remember to keep the web site simple and the important information easily accessible. Avoid Flash introductions and slow moving graphics as they can annoy visitors to your site.

Use standard fonts such as Arial, Verdana and Times New Roman for ease of use.
