EEA Agreement Iceland, Liechtenstein and Norway cooperate closely with the EU through the Agreement on the European Economic Area (EEA).
Agreements on the EEA and Norway Grants Iceland, Liechtenstein and Norway have entered into five-year agreements with the European Commission on the EEA and Norway Grants. These agreements, dating back to 1994, include the total allocation for each of the grant schemes and eligible sectors.
Memoranda of Understanding (MoUs) The MoUs are framework agreements with each beneficiary country on how the funding will be implemented in the given grant period. The agreement includes details on the country allocation, the programmes to be set up, and the management set-up including information on cooperation with the donor countries. A separate MoU is signed for each grant scheme.

Regulations, including annexes Rules and procedures for the EEA Grants and the Norway Grants.
Guidelines, mandates and strategy Funding to support non-governmental organisations, scholarship and research programmes is subject to additional or specific rules. Specific guidelines and mandates have also been developed for strengthening bilateral relations, evaluations, and for risk management.
Donor meetings Meeting agendas and conclusions of the donor country meetings on the EEA Grants and the Norway Grants are made public.
Toolbox for programme operators and donor programme partners
Toolbox See an overview of and download useful documents for the national programme operators when preparing programme proposals, conducting monitoring and evaluation, developing communication activities and reporting on results. The toolbox also includes relevant information and documents for the national Focal Points.
Beneficiary countries Read annual reports and strategic reports by the beneficiary countries.
Donor countries Read annual reports by the donor countries on the state of implementation and achieved results of the Grants, annual reports by the Financial Mechanism Committee to the EFTA Standing Committee, and the Financial Mechanism Office’s annual report to the donor countries.

Report on irregularties
The report on irregularities in the EEA and Norway Grants 2004-2009 can be found here.
The report explains the control mechanisms in place, how checks are carried out and what action is taken in cases where funds are not being managed well. The report also gives an overview of all closed irregularity cases from 1 May 2004. The report is updated on a quarterly basis.
