About the programme area - Capacity-Building and Institutional Cooperation with Norwegian Public Institutions

This programme area will facilitate the exchange of experience and learning between partners in Norway and the beneficiary states. It provides the framework for administrations and public authorities in the beneficiary states to cooperate with their counterparts in Norway, with the aim of developing modern and efficient administrations.

About the programmes

Bulgaria: the programme consists of two pre-defined projects. In the project “Strengthening the capacity of the National Association of Municipalities in the Republic of Bulgaria (NAMRB) and Bulgarian Municipalities through cooperation with Norwegian Local Authorities” there will be cooperation within activities such as; Experience and best practice for institutional dialogue with central authorities; Inter-municipal cooperation; and fostering inter-municipal cooperation for public service provision.

Latvia: the programme consists of pre-defined projects that aim at enhancing capacity and quality of the services provided by public institutions, local and regional authorities through enhanced institutional capacity and human resources development.

Lithuania: there is a focus on enhancing capacity and quality of services provided by municipalities, as well as supporting pilot projects for local climate and energy programmes.

Hungary: the programme is focusing on institutional capacity building and human resource development in public institutions, local and regional authorities in Hungary through cooperation and transfer of knowledge and experience with similar institutions and authorities in Norway. The programme consists of four pre-defined projects and one open call for projects targeting enhanced capacities of local governments. Hungarian local governments with Norwegian partners may apply.

As a donor programme partner, KS is acting as an adviser to the Programme Operators during the development and implementation of the programmes. KS is also reaching out to potential donor project partners and assist in facilitate partnerships and cooperation. In the programmes that KS is involved in, project partnerships are especially relevant for municipalities and public local enterprises. KS also operates a partner search database in order to facilitate partnerships.

About the programmes

Estonia: In the programme, the open calls will support projects to establish regional support units for children and their families; development of inclusive education and intervention strategies; development of youth work and youth organisations and social inclusion of excluded young people and prevent their falling back into crime. The Small Grant Schemes will support crime prevention measures in municipalities and aftercare for youth that have been in special schools or prison.

The Norwegian Association of Local and Regional Authorities (KS) is the only employers’ association and interest organisation for municipalities, counties and local public enterprises in Norway. All of the 429 Norwegian municipalities and 19 counties are members, as well as approx. 500 public enterprises. KS has 260 employees in its head office in Oslo as well as in eight district offices.
