About the programme area - Capacity Building and Institutional Cooperation with Norwegian Public Institutions

This programme area will facilitate the exchange of experience and learning between partners in Norway and the beneficiary states. It provides the framework for administrations and public authorities in the beneficiary states to cooperate with their counterparts in Norway, with the aim of developing modern and efficient administrations.

About the programme

Romania: The programme in Romania consists of two pre-defined projects:

  • Project with the Romanian National Commission for Nuclear Activeties Control (CNCAN) and NRPA.
  • Project by the General Secretariat of the Romanian Government on Improved citizen access to services provided by local and county institutions through institutional cooperation and capacity building.

The Norwegian Radiation Protection Authority (NRPA) is working together with the Programme Operator to develop the programme and cooperates to monitor the implementation of the projects throughout the whole programme periode. NRPA is also partner in the pre-defined project with Romanian National Commission for Nuclear Activeties Control (CNCAN). This project is aiming to increase the capabilities of CNCAN in the field of nuclear and radiological safety. NRPA is contributing with experience also gained as a project partner in an earlier Norway Grants project implemented in Romania and Bulgaria in 2009-2011.

The pre-defined project by the General Secretariat of the Romanian Government is searching for a Norwegian partner. A possible partner is a public institution, local or regional authority. The project address horizontal management problems at public administration levels (central and local) with a focus on decentralisation to the local administration and increase the quality and accessibility to public services by simplifying the citizens access to these services.

About the Norwegian Radiation Protection Authority

The Norwegian Radiation Protection Authority (NRPA) is the competent national authority in the area of radiation protection and nuclear safety in Norway. The NRPA is organised under the Ministry of Health and Care Services. It provides assistance to all ministries on matters dealing with radiation, radiation and nuclear safety.
