The Directorate of Norwegian Correctional Service is donor programme partner in Romania, Lithuania, Latvia and Poland. Additionally the Directorate cooperates with the Czech Republic and Bulgaria, where the Council of Europe acts as donor programme partner.

About the programme area - Correctional Services and Non-custodial Sanctions

The programmes overall objective are to improve the correctional services in compliance with international human rights standards.

About the programmes

The role of the Directorate of Norwegian Correctional Service is to provide professional advice and expertise on correctional work in the development and implementation of the programmes. Together with the Programme Operators, NCS plans and implements bilateral activities such as conferences and high level meetings. Through participation in the Cooperation Committees, NCS review progress made towards achieving the outcomes and objectives of the programmes and ensure the effectiveness and good management of the programmes.

Latvia: The programme consists of predefined projects only. It may be possible to apply to implement bilateral activities from the bilateral fund in the programmes. Details on this will be announced at a later stage.

Lithuania: One call for proposal will be organised within the Lithuanian programme. The aim of the funding is to increase the application of alternatives to prison. The Programme Operator is looking to implement a project on developing a mediation programme for criminal justice cases. A central part of the project will be on creating a system for mediation and training of mediators. Calls for proposals will be organised by the Programme Operator and published on relevant websites. Additionally it may be possible to apply to implement bilateral activities from the bilateral fund in the programmes. Details on this will be announced at a later stage.

Poland: The programme consists of predefined projects only. It may be possible to apply to implement bilateral activities from the bilateral fund in the programmes. Details on this will be announced at a later stage.

Romania: The details of the Romanian programme will be available soon.

About the Directorate of Norwegian Correctional Service

The Directorate of Norwegian Correctional Service has recently been established as a separate entity outside the Ministry of Justice and Public Security.

Directorate of Norwegian Correctional Service are responsible for carrying out remands in custody and penal sanctions in a way that takes into consideration the security of all citizens and attempts to prevent recidivism by enabling the offenders, through their own initiatives, to change their criminal behaviour.

Through the involvement as a donor programme partner the Directorate of Norwegian Correctional Service aims at establishing professional exchange of knowledge, experience and best practices; Supporting and addressing strategic overall issues and common challenges within the Correctional Services. Specific attention will be paid to a knowledge based correctional services, international standards, alternatives to imprisonment, professionalism, vulnerable groups and recidivism. The long term aim is to increase the awareness and understanding by relevant policy makers of each other’s culture, sector policies and challenges and to build a platform for increased political and high level cooperation.
